PROBLEM TO BE SOLVED: To provide an electrodeless discharge lamp and a luminaire including a first phosphor layer formed on a part other than a part corresponding to a bottomed cylindrical part in a bulb having the inwardly protruding bottomed cylindrical part and a second phosphor layer formed on the part corresponding to the bottomed cylindrical part to increase the quantity of visible light which is taken out of the bulb in visible light emitted from the second phosphor layer. SOLUTION: The electrodeless discharge lamp 1 includes the bulb 2 having the inwardly protruding bottomed cylindrical part 4, the first phosphor layer 3a formed on the part other than the part corresponding to the bottomed cylindrical part 4 within the bulb 2, and the second phosphor layer 3b formed on the part corresponding to the bottomed cylindrical part 4 within the bulb 2. The film thickness of a light distribution region 2aa of the first phosphor layer 3a in which the visible light emitted from the second phosphor layer 3b is distributed is set thinner than that of a region other than the light distribution region 2aa of the first phosphor layer 3a.
