PROBLEM TO BE SOLVED: To secure communication performance of a split base station with suppressed installation cost of an RRH connection channel, in a communication system using the split base station including a BBU pool device and an RRH.SOLUTION: A baseband processing device is connected to a plurality of radio signal transmission/reception devices through connection channels. A control unit compares the channel capacity of each connection channel with required communication capacity with a terminal connected to the connection channel through each radio signal transmission/reception device. When the required capacity on a first radio signal transmission/reception device among the plurality of radio signal transmission/reception devices is larger than the channel capacity of the corresponding connection channel, the baseband processing device controls the system to change the transmission mode of at least one terminal that performs communication through the first radio signal transmission/reception device, and/or transmit a portion of or the entire transmission data to the terminal through a second radio signal transmission/reception device.
