PROBLEM TO BE SOLVED: To exert a surface effect of a clear toner on a recording medium on which an image is formed without requiring a user's time and trouble.SOLUTION: A print control device includes: storage means that stores gloss control version data for identifying a type of a surface effect to be applied to a recording medium and an area in the recording medium to which the surface effect is applied; calculation means that calculates a calculation value representing a size of the area to which the predetermined specific type surface effect is applied or a rate of the size with respect to a size of a reference area; a substitution means that, when the calculation value is smaller than the predetermined threshold, substitutes the specific type surface effect by a surface effect of a type other than the specific type; and generation means that generates image data on the basis of the gloss control version data substituted by the substitution means.
