The present invention relates to a method for determining offset values, which divides a current image into a plurality of blocks, determines categories of pixels in each divided block on the basis of a neighboring pixel value, determines an offset value for pixels belonging to each determined category, and adjusts the offset value on the basis of a background pixel value of each pixel, wherein the offset value is an average of the difference values between an original image and a recovered image for pixels belonging to one category, and the background pixel value is an average of the pixel values in a background pixel block to which pixels belong from among background pixel blocks divided to obtain the background pixel value.
