PURPOSE: A static and dynamic positioning system and method of an offshore structure using real-time monitoring of ocean environment are provided to automatically and properly control and manage the positioning of an offshore structure by measuring all kinds of ocean environment elements through real-time monitoring. CONSTITUTION: A static and dynamic positioning system of an offshore structure using real-time monitoring of ocean environment comprises a processor part (100), an ocean environment optical sensor measuring part (200), an ocean environment data measuring part (300), an external equipment connecting part (400), and a time information synchronizing and connecting part (500). The processor part has an algorithm control processor (600), a motor drive and hydraulic drive part (700), a motor and hydraulic device, and a signal transmitting and receiving part. The algorithm control processor controls the motor and hydraulic device using a pre-stored algorithm. The signal transmitting and receiving part transmits a control command from the processor part to the algorithm control processor or receives the driving information of the motor and hydraulic device from the algorithm control processor. The ocean environment optical sensor measuring part and data measuring part measure one or more ocean environment data in real-time.
