THE SYSTEM AND THE METHOD FOR MONITORING ILLEGAL STOPPING AND PARKING VEHICLES USING AN ENHANCED FOCUS DEGRADATION METHOD

PURPOSE: An enhanced focus degradation method capable of acquiring clearer images from the unmanned camera is provided to effectively regulate the illegal parking and stopping vehicle through accurate vehicle number recognition. CONSTITUTION: The monitoring system functions once the scanning camera takes a picture of a vehicle parking and stoppage in the no-parking and stopping zone (S100). Once, it is confirmed as the illegal parking, the system controls to take a picture of the secure image of the license plate of the vehicle (S200). The multiple characters of the license plate is recognized clearly (S300) by using the first secure image among the multiple images. With the first reconstructed image (S400), the multiple characters of the license plate is recognized clearly. By comparing the recognition results, the characters which were sensed as the most frequent ones are recognized as the each letter of the vehicle number (S500).
