Tool bit (100) for non-rotatable mounting in a bore (210) of a holder (206) has a cutting head (102), a shoulder (112) and a shank (108) arranged axially along an axis of the tool bit. A groove (120) is disposed circumferentially about a portion of the shank (108), and a compression band (130) seated therein. Two or more grooves on the shank can include a non-metallic compression band (130) and an optional o-ring. The compression bands/o-ring protrude past the outermost surface of the shank and, when the tool bit is positioned in a bore (210) of a holder or sleeve (206), cause an outermost surface (214) of the shank to be in non-contact with an inner diameter surface (220) of the mounting bore and seal the space between the shank (202) and the inner diameter surface (220) of the bore to help prevent moisture and dust encountered during operation from getting between the tool (200) and the holder (206).
