The present invention prevents rattling while securing a degree of freedom of bristles towards an upstream side, increases the rigidity of the bristles in a differential pressure direction between a high-pressure side and a low-pressure side, and reduces bristle wear. This brush seal is provided with: a bristle section formed from a plurality of bristles attached to a stationary section between the stationary section and a rotary section that relatively rotate and have a gap therebetween; and a back plate section that is attached neighboring the low-pressure side of the bristle section and that restricts the movement of the bristle section. The brush seal seals a fluid flowing between the stationary section and the rotary section, and is characterized in that in the bristle section formed from the plurality of bristles, the plurality of bristles arrayed along the direction of fluid flow are mutually adhered between the base end and free end, thus being formed into sheet-shaped bristles, and the sheet-shaped bristles are continuously arrayed in a layered manner in the peripheral direction, thus forming the bristle section. |
