PURPOSE: An underground cavity exploration system using dielectric constant measurement and a method thereof are provided to efficiently explore cavities which exist in the ground under a drainage sluice, thereby predicting the size of cavities. CONSTITUTION: A probe (70), which explores the ground under a drainage sluice, measures a dielectric constant. A measuring instrument (60) includes the probe. The measuring instrument is installed inside of a casing (10) by digging the culvert of the drainage sluice. The casing includes a casing body, hook plate, floor, through hole. The casing body has a hole to embed the measuring instrument. The hook plate, which is attached to the upper part of the casing body, fixes the casing body to the bottom of the culvert. The floor is positioned at the lower part of the casing body in order to prevent the measuring instrument from falling. The probed is inserted into the through hole, which is located through the floor, to the ground under the drainage sluice.
