PURPOSE: An electronic anklet system, a method and a system for executing a sex crime preventing application using the same are provided to monitor sex offenders, thereby preventing general public from sex crimes. CONSTITUTION: A terminal communications unit (400) receives a profile including bio-information, location information and a photograph of a sex offender from an electronic anklet system. A terminal location detecting unit (401) detects the location of a portable terminal. A terminal control unit (406) predicts a sex crime probability, determines a distance between the sex offender and the portable terminal and generates a warning signal based on a predicted result and a determined result. A display unit (403) displays the profile of the sex offender and marks the location of the portable terminal and the location of the sex offender in a map.
