An image encoding apparatus calculates an SATD (Sum of Absolute Transform Difference)-based encoding expense of each of a plurality of intra prediction modes for a current prediction unit. The image encoding apparatus determines at least one or more first candidate encoding modes for the current prediction unit based on the SATD-based encoding expense. The image encoding apparatus determines a final encoding mode among the first candidate encoding modes.
