PROBLEM TO BE SOLVED: To provide a program creation device, a program creation method, and a computer program capable of determining consistency of memory access order based on a program during execution of the program even while a control device is performing control based on the program.SOLUTION: A control part 10 of a program creation device 1 automatically receives an input of a source code 30 of a program and a table 31 containing order information and position information of a detection target code corresponding to the source code 30, detects the detection target code from the source code 30 on the basis of the table 31, inserts a specific code before or after the detection target code, and outputs a table 41 containing s source code 40 after the insertion and information for determination. |
