Embodiments of the present invention provide an access method and device for a user in an abnormal state, and a communication system, so as to allow the user in the abnormal state to be attached to a network and provide a communication service for the user. The method includes: A local emergency center determines whether a user who initiates an attach procedure can continue the attach procedure; and if the attach procedure cannot be continued, the local emergency center allocates a temporary communication identity for the user and allows the user to be attached to a network. It can be seen from the embodiments of the present invention that, in an abnormal state, with the technical solutions provided in the embodiments of the present invention, the user may communicate with another user, and an emergency communication service is provided for the user.
