PROBLEM TO BE SOLVED: To make it possible for a radio communication device to select a base station most suitable for communication.SOLUTION: An optimal amplifier amplification rate calculation unit 500 calculates a prescribed amplification rate corresponding to the reception level of a received radio signal. A radio receiving unit 510 amplifies the received radio signal at the prescribed amplification rate. A baseband processing unit 520 extracts data transmitted by a radio base station from the amplified radio signal for each radio base station which can be communicated, and measures an error rate of the data. A communication quality parameter calculation unit 530 calculates a value corresponding to communication quality by use of the error rate. The communication quality parameter calculation unit 530 defines a radio base station with the largest value among the values corresponding to the calculated communication quality as a communication destination radio base station.
