PROBLEM TO BE SOLVED: To provide a three-dimensional track generating device and method, and a program for generating an appropriate three-dimensional track by taking into consideration an actual surface shape of an object surface.SOLUTION: A three-dimensional track generating device includes: a provisional track generating section 5 which generates a provisional track 20T for moving a moving object on an object surface 10 expressed by a measurement point group 10A; a search area setting section 6 for setting search areas 30 at specified intervals in a track direction of the provisional track 20T; a maximum height point searching section 12 for searching for a maximum height point from the measurement point group 10A under each search area 30; and a real track generating section 7 for generating a real track 20S by correcting the provisional track 20T on the basis of the found maximum height points.
