PROBLEM TO BE SOLVED: To properly configure a random access signal that is transmitted and received for adjusting the timing of transmission from a radio base station device to a radio terminal device before the communication connection is established between the radio terminal device and the radio base station device.SOLUTION: A radio terminal device 202 repeatedly transmits a random access signal to a radio base station device with random access signal transmit power increased gradually until the radio base station device detects the random access signal. A random access control device 101 comprises: a transmit power acquisition section 11 for acquiring data on transmit power at the radio terminal device 202 for the random access signal detected at a target base station, which is a target radio base station device; and an initial value setting section 12 for setting an initial value for transmit power for a random access signal to be transmitted from the radio terminal device 202 to the target base station on the basis of the transmit power data acquired by the transmit power acquisition section 11.
