The purpose of the present invention is to provide an electrically insulating resin sheet having excellent heat resistance and insulating properties, and which, after being deformed in a predetermined shape by application of an external force, can maintain the predetermined shape even when the external force is removed. This electrically insulating resin sheet has a porosity of 10-60%, a stress relaxation percentage of at least 20% when stretched 5% at 23°C and maintained in this state for 10 minutes, and a breakdown voltage of at least 25 kV/mm.
