PURPOSE: A molten steel level control device and a continuous casting method using the same are provided to suppress a change in the molten steel surface inside a mold by minimizing the movement of molten steel flowing into the mold, thereby stably maintaining the molten steel surface. CONSTITUTION: A molten steel level control device includes a first level measuring unit (100), a second level measuring unit (200), and a level controller (300). The first level measuring unit installed on a ladle transmits electrical signals to molten steel inside the ladle and receives the signals, thereby measuring the level of the molten steel inside the ladle. The second level measuring unit is installed on a tundish and measures the level of molten steel inside the tundish. The level controller controls the operation of a ladle slide gate and a tundish slide gate, thereby controlling the level of the molten steel.
