PROBLEM TO BE SOLVED: To implement power saving while reducing packet discarding by performing performance control so that a buffer amount is necessary and sufficient for a burst amount based on network congestion.SOLUTION: A packet relay device 1 comprises: a packet reception unit 11 for receiving packets; a reception packet search unit 13 for searching the received packets; a switch 15 for switching the received packets; a transmission packet search unit 16 for searching the packets from the switch; a packet transmission unit 18 for transmitting the packets from the switch; and calculation units 12, 14, 16, and 18 connected to the packet reception unit, reception packet search unit, transmission packet search unit, and packet transmission unit. The calculation units calculate an average estimation band and estimation burst amount on the basis of the number of packets, and determine performance of the packet relay device on the basis of the average estimation band and estimation burst amount, and a packet amount remaining in a corresponding buffer. |
