PROBLEM TO BE SOLVED: To provide a test data generation system and a test data generation device which can generate test data in which personal information is easily and appropriately protected.SOLUTION: In the test data generation system in which a client terminal and a server are connected through a network and which generates data having a plurality of records including kanji characters, the client terminal comprises a generation unit which generates random data in which a location of a kanji character to be replaced is associated with a replacement record having a kanji character after replacement, and the server comprises a server control unit including a replacement processing unit which acquires input data and random data composed of the plurality of records including kanji characters and replaces the kanji character to be replaced with the kanji character on the location included in the replacement record. |
