PROBLEM TO BE SOLVED: To provide a traffic information creation device, a traffic information creation method, and a program, capable of determining a congestion degree of an exited link with high accuracy.SOLUTION: A traffic information creation device includes: coincidence determination means for determining whether a traveling congestion degree of an exited link corresponds with a distribution congestion degree at the time of exiting; update determination means for determining whether traffic information in the exited link is updated and the distribution congestion degree is changed if it is determined that the traveling congestion degree of the exited link does not correspond with the distribution congestion degree at the time of exiting; distribution time ratio acquisition means for acquiring a distribution time ratio for each distribution congestion degree in the exited link if it is determined that the traffic information is updated in the exited link and the distribution congestion degree is changed via the update determination means; and congestion degree determination means for determining a congestion degree of the exited link on the basis of the distribution time ratio for each distribution congestion degree and the traveling congestion degree of the exited link.
