PROBLEM TO BE SOLVED: To prevent a waste developer from excessively remaining at a tip portion of a cleaning member for cleaning a surface of an image holding body.SOLUTION: A cleaning device 28 includes: a plate-like cleaning member 30 which brings a tip portion 30B into contact with a surface of an image holding body 16 holding a developer image from a downstream side in a rotational direction to clean a developer left on the surface; a housing 60 which accommodates a waste developer Nt removed by the cleaning member 30; and a closure member 66 which is provided in the housing 60, has a lubrication layer 68 on a wall face facing the cleaning member 30, and temporarily closes to stop an inflow of the waste developer Nt into the casing 60 so that the waste developer Nt is supplied to the tip portion 30B. |
