PROBLEM TO BE SOLVED: To provide a dirt detection liquid and a surface inspection method by which cleanliness of a surface of a base coat can be accurately detected and top-coating can be easily performed.SOLUTION: A dirt detection liquid for detecting dirt on a surface of a base coat is a water solution containing at least one of methyl ethyl ketone and isopropyl alcohol and a value of surface tension γ thereof is higher than a value of surface tension γ of a dirt to be detected and is lower than a value of surface tension γ of a coating material of a base coat while an SP value δ thereof is different from both an SP value δ of the dirt to be detected and an SP value δ of the coating material.
