PURPOSE: A polymer electrolyte film for a fuel cell is provided to have improved hydrogen ion conductivity due to the maximized surface and to increase the bonding force between a porous support and an ion conductor, thereby preventing separation. CONSTITUTION: A polymer electrolyte film (1) for a fuel cell comprises a porous support (2) including nanofiber with a minute uneven part; and an ion conductor (3) which is filled in the pores of the porous support. The surface roughness of the nanofiber is 0.5 micron or less. The porous support includes a hydrocarbon-based polymer which is insoluble to an organic solvent. A membrane-electrode assembly for a fuel cell comprises an anode electrode and a cathode electrode facing each other; and a polymer electrolyte film located between the anode electrode and the cathode electrode.
