The present invention relates to an apparatus and a method for transmitting inter-heterogeneous cell interference coordination information. The method comprises: receiving an almost blank subframe (ABS) pattern from a heterogeneous base station, the ABS pattern being a pattern to which an ABS is applied, the ABS being a subframe in which transmission power is attenuated to prevent the subframe to be used in transmitting a signal of the heterogeneous base station based on time division multiplexing from causing interference with a base station; configuring, based on the ABS pattern, a measurement restriction pattern which is a pattern in which a subframe to be measured by a terminal is restricted; and permitting the ABS pattern and the measurement restriction pattern to be included in a system information block and transmitting the system information block.
