Disclosed are an addressing method for cell handover, and an addressing device. After receiving a handover request message, a mobility anchor can determine a destination mobile RN to which the mobility anchor is handed over according to an ECGI carried in the received handover request message, of a destination cell, or the mobility anchor determines a destination mobile RN to which the mobility anchor is handed over according to a global base station identity carried in the received handover request message, of the destination cell. According to the technical solution, the mobility anchor can accurately determine the destination mobile RN according to the ECGI of the destination cell to which the mobility anchor is handed over and send handover related signaling to the determined mobile RN, thereby improving the accuracy of the addressing during the cell handover.
