A mobile station and a wireless base station are provided that minimize increases in signal amount caused by repeated transition to a preservation state and return to an active state. The mobile station (UE) as in the present invention comprises: a reception unit (13) that is configured to receive access control information from a wireless access network, said access control information being for communication that satisfies predetermined conditions occurring within the preservation state; and a transmission unit (12) that is configured to transmit an RRC connection request to the wireless access network when the mobile station (UE) transitions from the preservation state to the active state. The transmission unit (12) is configured to determine on the basis of relevant access control information whether to transmit an RRC connection request for communication that satisfies the predetermined conditions.
