PROBLEM TO BE SOLVED: To provide a surface treatment device capable of suppressing glossiness unevenness resulting from a temperature difference in fixing processing to provide excellent finish, an image forming apparatus, and an image forming method.SOLUTION: A temperature detection unit 80 is installed in the vicinity of a fixing belt 413c to detect a temperature of the fixing belt 413c. A surface treatment unit 60 performs a surface treatment on a sheet fixed by a fixing unit 413 by selectably heating an area to be heated of the sheet. A control unit 10 causes the surface treatment unit 60 to heat an area of the sheet corresponding to a position of the fixing belt 413c of which temperature is detected according to the temperature of the fixing belt 413c detected by the temperature detection unit 80.
