PROBLEM TO BE SOLVED: To provide an image processing device capable of suppressing degradation in the detection accuracy of an object such as a person or a vehicle captured in a frame image of an imaging area captured by a far-infrared camera accompanied with a weather change in the imaging area of the far-infrared camera.SOLUTION: An image processing unit 4, for each pixel in a frame image input to an image input unit 3, determines whether the pixel is a foreground pixel or a background pixel using a background model stored in a memory 4a for the pixel, and generates a background difference image. In addition, the image processing unit 4 sets a threshold D as a reference for determining whether each pixel in the frame image input to the image input unit is a foreground pixel or a background pixel. The image processing unit 4 calculates and sets the threshold D on the basis of the distribution of the pixel values of pixels determined to be a background pixel in the generated background difference image.
