The device has an electric tri-cycle provided with an electric motor (9), a seat (5) with removable armrests (6), and two footrests (2). The footrests are fixed by two steel tubes welded on a frame, where the tubes are made of material. A part (4) of the frame or a saddle is welded with the removable armrests of the seat to ensure safety for handicapped person. Two steel bars are fixed between the frame and the seat of the tri-cycle to ensure stability of the seat. The steel tubes are fixed between an upright of the saddle and a rear portion of the tri-cycle to receive the seat.
