PROBLEM TO BE SOLVED: To effectively hold down a step of a passage on a ground surface, which is made in a boundary between a structure and ground around the structure by ground subsidence, by simple construction.SOLUTION: A structure 10 for ground subsidence countermeasures for ground having a culvert 30 provided below a road 20 provided on a ground surface includes a fiber-reinforced cement layer 12 which is laid under an asphalt layer 22 of a surface layer of the road 20 in such a manner as to straddle a boundary between the culvert 30 and the ground on both sides in a width direction thereof.
