PROBLEM TO BE SOLVED: To provide a radio communication system that can reduce the amount of power consumption.SOLUTION: A radio communication system 1000 comprises a plurality of radio communication devices. Each radio communication device is configured to be able to set its state to an active state and an idle state and also is configured to be able to communicate with any other radio communication device located in a prescribed region corresponding to the position of the radio communication device. Each of radio communication devices constituting a part of the plurality of radio communication devices constitutes a main device. Each of radio communication devices constituting the remaining part of the plurality of radio communication devices constitutes an auxiliary device. Each main device comprises: an all route information acquisition unit 1001 for acquiring route information including adjacent device information to determine another radio communication device which can communicate with the radio communication device for each radio communication device; and a route determination unit 1002 for determining a communication route connecting two radio communication devices on the basis of the route information acquired for each radio communication device.
