PROBLEM TO BE SOLVED: To provide an adhesive tape film having a non-adhesive layer disposed on a base film and an adhesive tape containing such an adhesive tape film, the adhesive tape film capable of: effectively inhibiting excessive adhesion to a pedestal base for fixation caused by the heat generated with the base when carrying out a dicing and the like by conducting an absorption fixation on the base by means of negative pressure; inhibiting blocking effectively for a roll-like shape by having a non-adhesive layer on the base film; avoiding being torn or split when winding from the roll-like shape; exhibiting high conformability with the non-adhesive layer and the base film; and showing favorable followability with regard to a deformation due to an extension and the like.SOLUTION: An adhesive tape film of the present invention includes a non-adhesive layer placed on one side surface of a plastic film having an uneven structure on the surface of the non-adhesive layer, with a coefficient of elasticity at 80°C on a salient portion of the surface of the non-adhesive layer by means of an atomic force microscope being 0.2 GPa or more.
