PROBLEM TO BE SOLVED: To determine a communication distance on the basis of response time of a reception apparatus to a predetermined command.SOLUTION: A random challenge reception control unit receives a random challenge (RC) from a terminal on the transmission side, and provides the RC for an authentication data generation unit. The random challenge reception control unit transmits a RC reception message, showing that the RC has received, to the transmission side. The authentication data generation unit performs hash processing on the RC, and provides authentication data obtained through the RC to a response message generation unit. A response message transmission control unit makes a response message generation unit generate a response message including authentication data by controlling the response message generation unit by timing before receiving a response request command from the transmission side, and transmits a response message to a terminal on the transmission side when the response request command has been received.
