Provided are a target-material detection device and a target-material detection method which are capable of accurately detecting a target material. A target-material detection device (1) includes: a photonic-crystal biosensor (200) having concavities and convexities periodically formed on the surface thereof, covered with a metal film, having a reflective surface for capturing the target material, and containing photonic crystals (100) for reflecting light projected at the reflective surface; a photodetection unit (300) for irradiating the reflective surface with parallel light, and detecting the reflected parallel light which is reflected by the reflective surface; and a processing unit (600) for obtaining the extreme values of the wavelength of the reflected light detected by the photodetection unit (300), and detecting at least the presence or absence of the target material on the basis of a shift in the obtained extreme values of the wavelength.
