Disclosed are a method and device for transmission control of a session management request message. The method comprises: a user equipment receiving a session management reject message that is from a network side device and is related to a specific access point name (APN), the session management reject message carrying a value of a session management back-off timer and information for indicating a specific priority level limited by the session management back-off timer; the user equipment starting the session management back-off timer according to the value of the session management back-off timer, and in an operating period of the session management back-off timer, forbidding the user equipment to send to the network side device a session management request message related to the specific APN and having the specific priority level or having the priority level lower than the specific priority level, and allowing the user equipment to send to the network side device a session management request message related to the specific APN and having the priority level higher than the specific priority level. In the embodiment of present invention, an actual demand of a user can be met.
