A spray deposition-laser beam remelting composite forming process and device. The spray deposition-laser beam remelting composite forming device comprises: a chamber body (1) having a process chamber (11); a drive and support apparatus (2), provided in the process chamber (11) and used for supporting and driving movement of a deposition substrate (3); a spray apparatus (4), connected to the chamber body (1) and used for spraying molten metal to a deposition area (31) on the deposition substrate (3); and a laser scan apparatus (5), connected to the chamber body (1) and used for scanning a deposited layer by using a laser beam, so as to remelt the deposited layer by using the laser beam and to bombard the deposition layer by using a beam current.
