PROBLEM TO BE SOLVED: To provide a developing device which is equipped with a developer carrier having recesses and protrusions on the surface thereof and can prevent the toner conveyance amount from being varied due to intrusion of a metallic regulation member in contact with the surface of the developer carrier into recesses, and also to provide an image forming device and a process cartridge equipped with this developing device.SOLUTION: A developing device includes a developing roller 42, and a regular member such as a doctor blade 45 and has regular recesses and protrusions on the surface of the developing roller 42. The material of the doctor blade 45 is made of metal, and a top face 42t is formed in the uppermost part of each uneven shaped protrusion 42a. Out of two top faces 42t which are adjacent to each other across a recess 42b and whose one position is located on the upstream side than the other position, an upstream top face downstream side end part 42t1b in an upstream top face 42t1 is located on the downstream side in a surface moving direction against a downstream top face upstream side part 42t2a on a downstream top face 42t2. |
