PROBLEM TO BE SOLVED: To provide a pulsation detecting device for detecting noise of a pulsation sensor signal by a small calculation amount and power consumption, and to provide an electronic apparatus, a program, and the like.SOLUTION: A pulsation detecting device 100 includes: a signal processing unit 110 that processes a signal from a pulsation detecting unit 10 having a pulsation sensor 11 for outputting a pulsation sensor signal; and a pulsation information operation unit 120 that calculates pulsation information on the basis of a pulsation detection signal that is the pulsation sensor signal after cutting DC components. The signal processing unit 110 has a noise detecting part 1111 that detects noise of the pulsation sensor signal on the basis of differential information between a first-timing signal value and a second-timing signal value of the pulsation sensor signal before cutting the DC components. The pulsation information operation unit 120 calculates the pulsation information on the basis of the noise detection result of the noise detecting part 1111. |
