PROBLEM TO BE SOLVED: To provide a development roll, improved in charging performance to toner, reduced in toner stress, and suppressing change with time of electric resistance when it is left in a moist heat environment for a long period. SOLUTION: The development roll comprises a surface layer 3 formed of a film in which conductive polymer particles consisting of component (B) are finely dispersed in a matrix consisting of component (A), in which the dope rate of the conductive polymer present in the film of the surface layer 3 is 10 mol% or less. (A) is urethane resin. (B) is a solvent-insoluble conductive polymer which is obtained by doping a π-electron conjugate polymer obtained by polymerizing the following monomer (a) with the following dopant (b), and which has a median diameter of 0.15 to 2.0 μm.
