PROBLEM TO BE SOLVED: To carry out a stable control action even when a set value of control equipment is changed to increase a load of a power source.SOLUTION: A control information producing part 14 is provided in which when a target output value directing change of a set value set to maintain a plurality of action points to a required management condition is obtained between the obtained target output value and a measured value stored in a storing part 16 is calculated and when the calculated difference is equal to or above a preset threshold value and the number of a plurality of the action points are equal to an below a preset threshold value, step output control information for changing the set value step wisely toward the target output value in a prescribed time and a prescribed change width is produced and when the calculated difference is below the preset threshold value, control information having the set value as the target output value is produced. |
