The method of the present invention comprises: receiving a first system message, where the number of the first system message is one or more; saving the access network measurement/reselection parameter in the first system message; receiving the access network frequency point information corresponding to the access network measurement/reselection parameter, and performing cell measurement and reselection on the basis of the access network frequency point information and of the access network measurement/reselection parameter saved.
