PROBLEM TO BE SOLVED: To provide a congestion determination device, a computer program and a congestion determination method capable of accurately determine congestion.SOLUTION: An interface unit 11 acquires travel information including a position of a vehicle traveling on a road and a time at which the vehicle passes the position. A travel track identifying unit 12 identifies the travel track of the vehicle. A stop position identifying unit 13 identifies the stop position of the vehicle on the travel track. A speed calculation unit 16 calculates the speed of the vehicle in an object section between adjacent stop positions on the travel track. A congestion determination unit 17 determines the presence or absence of congestion on the travel track on the basis of the speed calculated by the speed calculation unit 16 and a predetermined speed threshold.
