PURPOSE: A floating support device for a pipeline and a submerged pipeline laying device having the same are provided to easily control the height of an extension stinger by controlling the draft of a floating structure using a ballast system. CONSTITUTION: A floating support device (200) for a pipeline comprises a floating structure (210), an extension stinger (240), an actuating device (250), and a connector (260). The extension stinger is connected to the bottom of the floating structure and has an adjustable angle. The extension stinger forms a pipeline support path connected to a stinger (160) of a pipe laying vessel. The actuating device installed on the floating structure adjusts the angle of the extension stinger and supports the extension stinger. The connector connects the stinger of the pipe laying vessel to the floating structure.
