PROBLEM TO BE SOLVED: To provide an output buffer circuit capable of obtaining a stable output without being affected by the update of an impedance code when the impedance code is updated to adjust output impedance, and to provide a semiconductor device. SOLUTION: The output buffer circuit which has a buffer section wherein a plurality of driver circuits having p-channel MOSFETs and n-channel MOSFETs are connected in parallel, and is supplied with the impedance code for adjusting the output impedance in accordance with the number of driver circuits in operation includes a code update control circuit which updates the impedance code for the p-channel MOSFETs and n-channel MOSFETs in synchronism with a system clock according to a state information signal indicating a drive state of the driver circuits.
