The bellows is connected by the pusher or the hinge to the container lid and has a check valve in the form of a ball or a cone with a rod in the tip of the cone, located in the opening in the lower conical part of the bellows. And the opening has a slit for the passage of air or the opening has a non-circular shape. According to another version, in the container, unlike the first one, the energy accumulator is made in the form of a sprung two-armed lever, one arm of which is attached to the control element in the form of a pedal, and its other arm by a rocker connection or an intermediate joint is connected to the related to the transmission assembly consisting of a rod with a damper. The damper has a shape of cylinder with a piston, in which the input and output rods and a piston are located in the cylinder and in the ends of the cylinder with a gap. The cylinder is secured to the container.
