PURPOSE: An image encoding and decoding method based on a limited offset compensation and a loop filter, and a device thereof are provided to normally decode an inter-encoded block even if the inter-encoded block cannot be restored by limitedly applying a pixel adaptive offset compensation or an adaptive loop filter according to an encoding parameter of a current block and a surrounding block. CONSTITUTION: A limited offset compensation indicator indicating whether or not an encoder supports an offset compensation where at least one is limited among sequence, frame, tile, slice, coding unit, prediction unit, and a transform unit is transmitted to a decoder (S100). The encoder transmits a sample adaptive offset (SAO) compensation indicator indicating whether or not an SAO compensation is performed to the decoder (S110).
