PURPOSE: A flow-based packet transporting device and a packet management method thereof are provided to reduce the loads of a controller by removing the number of requests transferred to a controller to request a flow entry. CONSTITUTION: A transferred packet is received (S110). Flow information from the packet is extracted (S120). A flow entry about the packet is searched (S130). A received packet according to an action defined in the searched flow entry is treated (S140). A flow entry is reflected to the flow table (S150).
