PROBLEM TO BE SOLVED: To provide a system for specifying an original card as an object of reissue, and for writing the card balance of the original card in a reissue card by using a portable terminal carried by a user.SOLUTION: In an IC card issue system 1, when an IC card 6 is issued, the unique number of the IC card 6 is stored at an issue management device 4 side in a state where it is associated with user information obtained from a portable terminal 2, and when the IC card 6 is reissued, the original card as the object of reissue is specified by using the user information obtained from the portable terminal 2 owned by the user so that it is possible to specify the original card as the object of reissue by using the portable terminal 2 owned by the user, and to change the association of the card balance of the original card to the reissue card. |
