PURPOSE: A high concentration carbon dioxide recovery apparatus is provided to minimize the size and the power consumption of an apparatus and to effectively and stably collect carbon dioxide when collecting carbon dioxide from the exhaust gas of a fossil fuel power plant. CONSTITUTION: A high concentration carbon dioxide recovery apparatus includes a molten carbonate fuel cell (10); a heat exchange type catalytic oxidizer (100) which concentrates carbon dioxide and conducts a heat treatment to the exhaust gas supplied from the fuel electrode (11) of the molten carbonate fuel cell; and a carbon dioxide separator (60) which separates carbon dioxide from the exhaust gas of the heat exchange type catalytic oxidizer. The heat exchange type catalytic oxidizer minimizes hot spots by uniformly dispersing the flux of the exhaust gas by a high temperature gas unit.
